  7.     For the past two years French President FRANCOIS
  8. MITTERRAND, 74, has made an unbroken string of political
  9. blunders, and now people are beginning to question his ability
  10. to understand a rapidly changing international scene. His latest
  11. mistake: publicly concluding that Gennadi Yanayev and his
  12. co-conspirators were "the men in charge" and calling sanctions
  13. "premature." This follows Mitterrand's efforts to broker a peace
  14. plan just hours before the deadline for Iraq to withdraw from
  15. Kuwait, and his vain attempt to halt German unification.
